Overview

Mr. Wells holds a law degree from Université Laval and was a member of the Ordre des conseillers en ressources humaines agréés (CHRP) for nearly forty years. For most of the first twenty years of his career, Mr. Wells divided his time between Saguenay-Lac Saint-Jean and Montreal. During this period, he was called upon by the Quebec government to negotiate collective agreements with various professional groups in the public sector, including the two professional unions for physicians (specialists and general practitioners), the Association des optométristes du Québec (AOQ), institutional pharmacists, nursing federations and government professionals. He has also represented numerous health and social services establishments, and has regularly appeared before the courts and administrative tribunals, particularly those specializing in Labour Law and Health and Social Services Law.

In the 1980s and 1990s, Mr. Wells also practised Environmental and Real Estate Law for multinational companies with major operations in the Saguenay-Lac-Saint-Jean region. During this same period, he taught Administrative Law for ENAP’s Master’s in Public Administration program for ten years. He was also Bâtonnier of Saguenay-Lac-Saint-Jean from 1980-1981 and president of the Association des avocats et avocates de province from 1982-1983.

He has been very involved in community development in the Saguenay-Lac Saint-Jean region. In 1975, he helped set up the Fondation de ma vie for the Hôpital de Chicoutimi. In 1980, he and Professor Gérard Bouchard from the Université du Québec à Chicoutimi founded the Corporation de recherche et d’action sur les maladies héréditaires (CORAMH), of which he was president for five years. From 2005 to 2019, he was president of the Fondation de l’Université du Québec à Chicoutimi (FUQAC), of which he is still a member of the executive committee today. In 2009, he initiated the merger of the Société d’archives Sagamie with the Société historique du Saguenay, of which he is still a member of the board of directors to this day.
