Overview

Dennis Langen practices regulatory law and litigation and has an in-depth knowledge of the energy industry. With a practice focused on oil and gas and electricity, Dennis assists clients in navigating energy regulatory regimes and frameworks in dynamic technical and business environments. He has extensive experience in the regulation of energy and infrastructure development, energy markets and energy services. He advises clients in respect of federal and provincial regulation of infrastructure including environmental, engineering, operational, Indigenous, economic, market, compliance and enforcement aspects. Relying on his extensive experience, Dennis also assists clients in navigating the nuances of energy regulation in the context of the rapidly evolving areas of renewable energy, hydrogen, carbon capture, hyperscale data centers and bitcoin mining.

Dennis regularly appears before the Canada Energy Regulator (CER) in respect of pipeline facility, tolling, tariff and energy export approval applications; the Alberta Utilities Commission (AUC) in respect of facility, tariff, cost of service, performance based regulation, rule-making and enforcement applications; the Alberta Energy Regulator (AER) in respect of oil and gas development, facility and resource equity applications; and the British Columbia Utilities Commission (BCUC) in respect of utility applications. He is routinely involved in review applications and appeals relating to decisions of these authorities. His regulatory experience serves as a natural extension to the commercial aspects of energy and he often assists clients in the context of power purchase agreements, asset sales and dispositions, and in mergers and acquisitions.

A Professional Engineer with experience in the oil and gas industry, Dennis worked with a major North American pipeline operator in the areas of engineering design and construction, environment, operations and pipeline integrity. He often applies his technical knowledge in the context of regulatory applications pertaining to energy infrastructure and resource equity disputes.

Dennis is a member of the Law Society of Alberta and the Law Society of British Columbia. He is also a member of the Association of Professional Engineers and Geoscientists of Alberta (APEGA), and has been recognized as a Fellow of Engineers Canada (FEC) and an Honorary Fellow of Geoscientists Canada (FGC (Hon.)).

As a Professional Engineer, Dennis has worked in the upstream and downstream side of the oil and gas industry. He has a thorough understanding of the complexities and issues surrounding the engineering design, construction and operation of energy and resource infrastructure, including: emergency preparedness and response (terrestrial and marine emergency response); environmental impacts and mitigation; operational risk assessment; seismicity; and facility and site reclamation and remediation.
